China Resources Group held the "14th Five-Year Plan" Beijing-Tianjin-Hebei and Xiong'an Regional Strategy Seminar

On 5 November 2020, China Resources Group’s (“CR”) "14th Five-Year Plan" Beijing-Tianjin-Hebei and Xiong’an Regional Strategy Seminar was held on the Xiong’an campus of China Resources University. It was attended by more than 80 executives including Chairman Wang Xiangming and heads of group departments, strategic business units, tier-one profit centres and directly affiliated entities as well as external experts.

Liu Shijin, Deputy Director of the Economic Committee of the 13th National Committee of the Chinese People’s Political Consultative Conference (“CPPCC”), delivered an insightful report on "Dual Cycle Driven by Structural Potential". Wu Haijun, Member of the Party Working Committee and Deputy Director of the Management Committee of Xiong’an New Area, and Xia Yu, Chief Engineer of Xiong’an Urban Planning and Design Institute  interpreted the policies and plans of the Xiong’an New Area. The Group's Strategic Management Department, the Xiong’an New Area Special Working Group, CR Land, CR Healthcare and CR Life Sciences each reported on the work progress and future development ideas of the Beijing-Tianjin-Hebei region. Chairman Wang Xiangming commented on the reports and delivered a wrap up speech.

Chairman Wang Xiangming emphasized CR should focus on five opportunities presented by the synergy of Beijing-Tianjin-Hebei region. The first is the full integration into the development of Beijing’s “four centres” to strengthen its competitive advantage; the second is the business opportunities presented by the Xiong’an New Area; the third are the vast opportunities brought about by the requirements of green development in the region; the fourth are the development opportunities of infrastructure and its derivative areas, and the fifth are the development opportunities of consumption upgrade. The Group should seize the opportunities, improve the mechanism, and strive to enhance CR’s development capabilities in the Beijing-Tianjin-Hebei region.

Chairman Wang Xiangming reiterated that in face of the new dual-cycle development landscape, the Group will further increase its investments in the Beijing-Tianjin-Hebei region during the "14th Five-Year Plan", and strive to create breakthroughs and innovations by the end of the strategic period in order to maximize the impact of CR’s presence in the region. First, the Group endeavors to strengthen policy interpretation with better awareness of perspective. Group departments and local operating units should enhance learning in policies, stay abreast of the latest requirements of the central and local governments for the development of the region, compile regional plans based on policy interpretation, and implement action plans to projects with properly defined division of work. Second, the Group has to position itself based on its own advantages and strengths. Selection of projects has to take into account the requirements of the central government and local governments, and the advantages, strengths and fundamentals of CR. Third, an effective system has to be in place to implement the projects. It is necessary to facilitate sharing of the research and accomplishments of the provincial and city conditions, strengthen the development of the organic safeguards and to improve evaluation and assessment.

Chairman Wang Xiangming stated that the seminar was a good start from which the group will continue to organize seminars at the Greater Bay Area, the Yangtze River Delta, and the Chengdu-Chongqing regions. He hoped that the meetings will facilitate the group’s strategic thinking in regional development, and in turn build up a network to facilitate more in-depth and higher quality of business development in all its regions throughout the country during the "14th Five-Year Plan".
